Platform specific keymaps

In addition to choosing say, the Dvorak or QWERTY keymap, the user should also be able to choose a platform, such that modifier keys are placed correctly (e.g. Mac swaps alt and gui), and international keys are produced correctly.
The user should not have to create a set of maps for each platform. Instead, regular maps should be mixable with platform maps.
